The Campaign for Home Energy Assistance Delivers Letter to House Conferees in Support of Full Funding for LIHEAP in FY 2003

On behalf of the Campaign for Home Energy Assistance, I am writing to urge you to support in conference the increase contained in the Senate-passed omnibus Fiscal Year 2003 appropriations resolution for the Low Income Home Energy Assistance Program.

The amendment, approved by an 88-4 vote on January 21, would add as-yet unreleased LIHEAP emergency funds to the program‚s regular appropriation for FY 2003.

Colder-than-normal temperatures this winter, combined with higher heating costs for most fuels and an increase in the unemployment rate, means more low-income families than anticipated will need immediate and increased relief from the federal government to help them keep their homes warm.

Many states are already running out of LIHEAP funds and have been forced to limit benefits, serve fewer eligible recipients or discontinue their programs before the end of the heating season. The increase in LIHEAP assistance is desperately needed to ensure that low- and fixed-income families have heat to make it through the winter.
